Constantin BURDUN

Constantin Burdun graduated from the Military Technical Academy in Bucharest. He obtained the PhD in Computer Science within this faculty, where he pursued a teaching career. He further completed his studies at the University of Bucharest, graduating the MBA – Business Administration, Management and Operations studies. He is a renowned specialist involved in dozens of large projects, in Romania, but also in other countries, for the implementation of infrastructures with public keys and the digitization of workflows for various organizations. He has also participated in over 10 research projects, publishing over 15 papers on information security. His areas of expertise include advanced electronic signature schemes, PKI interoperability and legal aspects of electronic signatures.

Constantin CĂLIN
Senior Cybersecurity Manager | National Cybersecurity Directorate (DNSC)
Constantin Călin has over 30 years of experience in the field of information security, of which over 5 years within the National Cyber Security Directorate. Since the entry into force of Law no. 362/2018, a law that fully transposes the NIS Directive, he participated and directly led the implementation of the directive at national level, both the elaboration of secondary and tertiary normative acts, as well as the operationalization of the complementary authority at national level for the security of networks and IT systems. He was also part of the team that worked on the institutional transformation of CERT-RO, respectively on the establishment of the National Cyber Security Directorate.

Toma Cîmpeanu has more than 20 years of experience in the ICT field, holding top positions in both public and private companies and contributing to several nationwide projects such as e-licitatie.ro, ghiseul.ro, Romanian National Point of Single Contact (PCUe), Ro-Net and other. Since 2015, he is the CEO of the National Association for Information Systems Security (ANSSI).

Gheorghiţă COMĂNECI

Gheorghiţă Comăneci has over 30 years of experience in the field of Communications and Information Technology, carrying out most of his professional activity within the Ministry of Internal Affairs. He is currently IT Security Manager at the National Directorate of Cyber Security. His academic activity is extensive, starting with the graduation as head of promotion of the Faculty of Electrical Engineering, specialization Automation and Computers of the University of Craiova, continuing with postgraduate studies at the Polytechnic University of Bucharest and Pitești University. He then followed various specialization courses in fields related to his university training.

Alexandru DOBREV

Head of Financial Market Infrastructure Monitoring Service, Financial Market and Payment Infrastructure Monitoring Directorate at the National Bank of Romania, responsible for the regulation, supervision and monitoring of payment and settlement systems, as well as the participating banks, including those designated as national critical infrastructures. Almost 20 years of experience at the National Bank of Romania. Member of the Cyber Resilience Task Force, which developed TIBER-EU and annexed documents. Participant in the Tiber Knowledge Center, a group that brings together the European authorities that have implemented TIBER. Member of the Payments and Securities Settlement Oversight Working Group, ECB and member of the Market Infrastructures Expert Group, European Commission.

Bogdan Mihai DUMEA
Secretary of State | Ministry of Research, Innovation and Digitization
His expertise covers areas such as cloud computing, virtualization, CRM and ERP, e-commerce, financial investments, online communication solutions. At the same time, he has solid skills in knowledge of programming languages, database design and data modeling, artificial intelligence integration (machine learning) or operational processes for forecasting and automating transactions on financial markets. His special professional experience as a developer and integrator of IT solutions is what recommended him to occupy the position of dignitary of the Government of Romania. Within the Ministry of Research, Innovation and Digitization, he is the coordinator of the field of digital transformation and digitization of the institution’s operational processes. He is also actively involved in the coordination of operations aimed at hosting and operationalizing the European Cybersecurity Competence Centre (ECCC) in Romania.

Adrian Floarea, graduate of the Faculty of Mathematics, holding a PhD in cryptographic algorithms, is a strong supporter of the Innovation Research activity in the field of identity and information security, through applied and innovative approaches to the projects in which he is involved. He is the CEO of certSIGN and supports project teams by providing advice based on his extensive experience. With over 18 years of technical experience in this field and over 10 years in management, Mr. Floarea has an innovative vision and a comprehensive approach regarding new ways to strengthen company business, but also regarding new development directions required by the market evolution and new technological challenges.

Ioan-Cosmin Mihai is a trainer, researcher, author and conference speaker, with an experience of almost 20 years in cybersecurity, cybercrime, and open-source intelligence (OSINT). He is a cybercrime training officer at the European Union Agency for Law Enforcement Training (CEPOL), associate professor at the Romanian Police Academy, visiting professor at the University Politehnica of Bucharest, Romania, “Carol I” National Defence University, Romania, GNA University, India, honorary professor at CT University, India, founder and vice-president of the Romanian Association for Information Security Assurance (RAISA). He is representing CEPOL at the cyber-attacks priority from the European Multidisciplinary Platform Against Criminal Threats (EMPACT) and he is an observer of the Ad-Hoc Raising Awareness Working Group from the European Union Agency for Cybersecurity (ENISA).

Yugo NEUMORNI

Mr. Yugo Neumorni, CISA, EMBA is the Chairman of the European CIO Association, EuroCIO, President and co-founding member of CIO Council Romania, the Association of IT Directors in Romania, and former President of ISACA Romania. He is member of the Advisory Board of Forum International of Cybersecurity, the leading European event on Cybersecurity, organized by French Gendarmerie. Previously he was the CIO for Cargus, Deloitte, Vimetco and Hidroelectrica.
With more than 28 years of experience in the IT industry, Yugo Neumorni is specialized in complex digital transformation processes, IT systems redesign, IT security programs and cyber-defence, data privacy and GDPR, ERP projects, BI and analytics, IT governance and COBIT framework. Neumorni graduated the Faculty of Automation in Bucharest and the Asebuss – Kennesaw State University EMBA program in 2009. He is CISA certified since 2001. He is speaker in IT international events.

Anton ROG

Mr. Anton ROG is the Head of National Cyberint Center (CNC) within the Romanian Intelligence Service (SRI). CNC is responsible for conducting 24/7 activities to discover, characterize and proactively counter cyber threats against systems and networks critical to Romania national security.
Anton ROG has held various technical development positions including in software and systems design. He has also served as a Deputy Director within SRI IT&C central department. He is active with the academic community as associated professor at DRESMARA Brasov. Anton ROG graduated from the University of Bucharest in 1998 with a B.S. in information technology, and he received a Postgraduate degree in program and project management in 2011 from DRESMARA. He was awarded Knight of the Order Manhood and Faith in 2014 and Knight of the Order of Military Virtue in 2005 by two Presidents of Romania.

Mihai ROTARIU
Communication, Marketing and Media Manager| National Cybersecurity Directorate (DNSC)
After studying Comparative Politics at the University of Bucharest, local history on my own and publishing three books, I earned two Master’s degrees in diplomacy and national security from the Romanian Institute for Diplomacy and the National Defense College. I subsequently joined Romania’s national cybersecurity authority (CERT-RO), which from 2021 has been replaced by the Romanian National Cyber Security Directorate (NCSD). Now, my mission as the Head of Communications of the organization is to help protect European citizens from cyber threats. In this capacity, I am the voice of NCSD on cybersecurity awareness and digital education matters, with an international resonance. My approach to cybersecurity is very much inspired from my passion for collective sports: we are stronger together. Since cyber-crime has no frontiers, international collaboration is a vital part of my job. I also cooperate with thousands of national stakeholders spanning cybersecurity experts, the media, communication professionals and individual users.

Emanuela SAVU

Emanuela became the General Director of the Romanian Banking Institute (RBI) in November 2020. She has previously coordinated the Distance Learning Department of RBI for twelve years. Emanuela has extensive experience as a University lecturer, teaching Accounting, and as a facilitator for short-term professional courses, on such topics as Financial Education, Accounting, Financial Analysis, Financial Management and Marketing.
She holds a BEc in International Economic Relations and a PhD in Economics, from the Academy of Economic Studies.

With over 20 years of experience in the field of IT solutions for infrastructure and security, Ovidiu Seceleanu manages the B2B solutions team of the Samsung Romania MX division. The mission is to promote Samsung mobility solutions for companies, to develop the partners ecosystem and to make Samsung Knox the market leader in the field of mobile device management solutions.

Ciprian STĂNICĂ-EZEANU
Vice-President of the IT Security Commission | Romanian Association of Banks (ARB) & CISO | Vista Bank Romania
Ciprian Stanica-Ezeanu, holds the CISSP, ECSA, CEH, CPTE and CSWAE security certifications, and is currently Vice-President of the IT&C Security Commission within RBA (Romanian Association of Banks) and CISO at Vista Bank Romania. Ciprian has 14 years of experience in the field of cyber security, experience that was gained both in the banking environment (in the last 7 years in Vista Bank Romania, the former Marfin Bank Romania) and in the telecommunications environment (another 7 years in the former Telekom Romania), covering all areas of information security, like performing penetration tests, identifying Cyber Security risks, or responding to cyber-attacks, to information security governance and information security awareness trainings.
